Dunno if you still need this, buuuuuuut: 

The Congress of Vienna was in 1815 (technically 1814-1815, but whatever, just say 1815), and was organized by much of the rest of Europe that had been trampled on by Napoleon and his Huns I mean army. The delegates - led by Metternich, which should basically tell you everything right there - redrew the map of Europe so that it was the way it was before Napoleon rampaged across the continent.

It was the start of the Concert of Europe / balance of power idea, wherein the attempt was to keep any one state in Europe from having the most power. This is a lot of what powered the states up until World War One.
